    EUGENE — The Eugene City Council is holding a hearing Tuesday for the public to say whether it wants changes in taxi regulations to allow ride-hailing companies such as Uber.

    KEZI reports Uber drivers are asking their riders, mostly college students, to explain the smart phone service to council members. The public hearing opens at 7:30 p.m. Tuesday at Harris Hall, 125 E. Eighth Ave.

    The city is fining Uber $2,000 a day for operating without a license. An Uber lawyer has appealed the fines, saying its drivers own and operate private vehicles, so it isn't covered by city insurance, complaint and inspection regulations.
